HOW TO REGISTER YOUR SUR RON AND OTHER E-MOTOS IN CALIFORNIA FOR OHV (GREEN STICKER)

HOW TO REGISTER YOUR SUR RON AND OTHER E-MOTOS IN CALIFORNIA FOR OHV (GREEN STICKER)

What You Need for the Process

  • Certificate of Origin

  • Application for Title or Registration (REG 343)

  • Proof of Purchase

  • The bike itself for VIN and motor inspection

  • Statement of Facts (REG 256)

CERTIFICATE OF ORIGIN

If purchased from Loomn, this document is provided on request after you receive your bike.  You can get a free PDF copy or a printed version for $49.

Print the Certificate of Origin on 100% cotton résumé stock from Staples or Office Depot. If it looks like it was printed at home with regular printer paper, the DMV will reject it.

This document includes the VIN and the Date of Origin. However, the manufacture date is shown as “Date of Invoice.” If questioned, explain that this date represents the actual manufacture date for the vehicle.

At the bottom of the Certificate of Origin, you’ll find the official issue date — this is the date the MCO was created.

APPLICATION FOR TITLE OR REGISTRATION

This part is straightforward — just make sure to enter:

Fuel Type: Electric

Purchased From: Dealer [Loomenade LLC]

PROOF OF PURCHASE

Your proof of purchase can be printed directly from your order email from Loomn, or you can request a new version with VIN and Motor number from us at support@loomn.com. Please be sure to include your order number. This invoice will include the price, VIN and model info.

STATEMENT OF FACTS: Use this form to address two potential issues

  1. Missing customs paperwork: This is one of the most common points of confusion. Customs paperwork is only required for personal imports into the country. If your bike was purchased from a 3rd-party authorized dealer like us, this is not required; all you need is your invoice, but some clerks still get confused about this.  The statement of facts will help eliminate this issue.

For missing customs paperwork, write something like this in your statement of facts: The vehicle is a zero-emission electric off-highway motorcycle purchased through a 3rd party dealer (Loomenade LLC) and imported legally by the 3rd party dealer.

  1. Missing EPA sticker (for zero-emission electric OHVs): Some DMV tellers or VIN inspectors may insist you need an EPA or emissions sticker — this is not true for electric off-road vehicles. I would only bring up the laws if needed. It’s always best not to escalate things unless it’s necessary and to remain polite.

Electric OHVs do not need to comply with CARB’s evaporative or exhaust emissions regulations, which apply to gas tanks, fuel lines, and combustion engines — and therefore do not require EPA stickers. The official bill, if needed, can be found here: https://trackbill.com/s3/bills/CA/2025/SB/586/analyses/assembly-transportation.pdf

Write something like this is your Statement of fact for the Missing EPA sticker: The bike is exempt from exhaust and evaporative emissions labeling requirements under Title 13 CCR § 2413(b)(2) and § 2416(b)(3).

Each DMV clerk may handle it a little differently. Stay polite, have the regulations printed or saved on your phone, and ask for clarification rather than arguing.

BRING THE BIKE TO THE DMV FOR INSPECTION

Ensure the VIN and the battery/motor number are visible on the bike for the inspector. The VIN on most bikes can be found on the right side of the headtube.

This is not legal advice, but rather reference guidelines. Most states follow similar laws, and this method can work in your state. If you’ve purchased your bike through us and have any questions, please email us at support@loomn.com
